How to keep a veteran stuck.

It's all about intention. You and I have never formulated an intention for it to be any other way. If we keep communicating with vets the way we have been we have the formula for more of the same.* On the other hand, we can choose to be uncomfortable and ask a vet. "About your military service, what haven't you ever talked about?"

If you know a veteran who most of the time looks unhappy, one who appears to be non-verbally communicating, "Hey, I have to keep dramatizing my incompletes until someone talks with me about some thoughts I haven't shared with anyone." Such a vet need only be asked if they would be willing to do the free Clearing Process for Professionals. The process is about restoring and maintaining an experience of integrity.

Note: Have it be your intention that he/she accepts or declines your invitation. If it's meant to be other friends will mention the clearing (especially someone who can speak from personal experience of the value of clearing).
